Rice Creek Commons

The Rice Creek Commons Master Plan (formerly TCAAP) creates a redevelopment vision for a 430-acre site located 15 minutes from the downtowns of Saint Paul and Minneapolis. The plan establishes three distinct neighborhoods connected by a blue-green chain of lakes and vast green space that organizes storm water and provides opportunities for passive and active recreation. Each of the neighborhoods adopt to the character of their setting. “The Creek” is encircled by open space and wetlands; “The Town” has a main street with mixed uses; “The Hill” has terraced blocks and a park at the top with views across the site and into downtown.
