Marcy-Holmes Urban Design Plan
The 15th Avenue SE Urban Design Plan presents a rationale vision for widespread growth across several blocks along the historic neighborhood’s eastern edge, nestled between Downtown Minneapolis and the University of Minnesota. The Plan conveys the neighborhood’s expectations for public benefits and amenities in return for its support of new higher density and high rise buildings. This development will create an enjoyable promenade, as well as a neighborhood-scaled residential edge.
